"Not required to adjudicate"- J1 waiver

I am recently working on a J1 waiver and my case on DOS got "subject" in the advisory opinion column and "not required to adjudicate" (instead of "favorable recommendation") in the "Department of State Decision" column, which is a rare case. I do not understand what "not required to adjudicate"means. I am wondering if anyone meets the same case and how long before receiving the waiver.
