Not Related to I 485, Related to LCA

Hi Gurus,
One of my friend wants to start his LCA for Green Card, he resides in Boston, is there any new rule according to which he cannot start his LCA under RIR. He was been told by his HR person that they cannot start his LCA under RIR as this is a new rule which was been enforced 2 months ago.
Any help will be highly appreciated.
One of his company branch is in CA, so can he start his LCA from CA.
