Trying to apply for GC for my mother. Since she was born at home, I tried to get a No-entry certificate from her municipality. Provided them information/copies of passport stating date and place of birth, pan card, voter id card etc but damn officer refuses to issue a no-entry certificate. Even told the bastard that we'll take of him (people do understand what that means) but no luck.
