NOS from Vietnamese Embassy ?

Hi guys,

I would like to apply J1 waiver, so I need NOS from Vietnamese Embassy.
I called to the our Embassy and they said they did not have such service :(
Does anybody here came from Vietnam and got his/her waiver, please give me some advices.

I will need NOS from vietnamese embassy also. I haven't called them yet since it's holiday weekend. How was your case going?
