NORI letter from Delhi format

Hi, I received all the three NORI letters. The state government and passport office very simply state that they have granted NORI. The certificate from delhi is however vague and complicated. I have copied the content below. If somebody has received NORI from Education Department in Delhi, please tell me if this letter is the standard format they send.

"Dear Embassy/Consulate,
Kindly refer to the attached list of candidates on the above mentioned subject and to say that in so far this Ministry is concerned, as per the information available the candidates mentioned in the list have not taken any loan or scholarship nor are under bond obligation of any scheme administered by this Ministry and as such, they have no loan/scholarship/bond liability."

The attached list had 9 names and mine was one of them.

That looks alright. I think these letters will not go to any US agencies..based on these 3 letters Indian ebassy will send final NORI to the justice department.
