NORI from MHRD

Hi,

I dont think Consulate and Embassy will issue final NORI without having 3 NORIs from India. Even I had similar situation (having NORI from passport office and HRD) and I contacted the Chicago Consulate about the same issue. But they denied to issue the NORI.
