NORI Forms to be sent to New York Indian Consulate for J1 Waiver

I am a citizen of India and at present I am in USA in J1 visa status. I am applying for J1 Waiver. As part of the process I have to send No Obligation to Return to India (NORI) forms to Indian Consulate New York. I would like to know if I have to send the original version or photocopies of NORI forms to Indian Consulate.
