Non-RIR to RIR

Hi Reddy,
I had applied for State labor under Non-RIR (Priority date Mar 2002) and then updated to RIR (Priority date June2002). My lawyer has requested INS to consider Mar 2002 as priority date. Has anybody else gone thru this experience ?
