State has asked my company to start the recruting effort. My EB2 RIR application was denied (DOL) and is now back in the non-rir queue. My feeling is that the ad's placed for the RIR application was very less (limited 2 ad's were placed) and hence, my application was rejected.
My question is
in case if non-rir recruting effort, who controls the number of ad's (3 ads versus 10 ads) and the locaton of ads (computer news paper, mag, etc )
Does the state dictate the number of ad's or it is left up to my company. I hate it to finish state and DOL then again rejects it.
