Non-paying Externship/Internship for H4

Hi all
My wife's H1 petition is being processed by INS now, but can she (currently in H4) accept a non-paying externship/internship with a local software company?

The company's HR is not sure of the policy and to me, it just looks like volunteer work and hence this question.

AFAIK : Any position which is not a "permanent volunteer" position can not be filled by an immigrant without relevant work authorization.
