non availability of birth records

hi gurus
my husband's birth was never registered in india
could anyone guide us as to the procedure in getting a non availibility certificate and how long it take?

Here is how we got the non-availability docs:

1) My mother and my uncle gave affidavits that I was born on such date and the birth is not registered, and got those affidavits notarized (I think)
2) Local Revenue officer then gave a certificate saying that the birth records are not available, under the seal of government.

I am taking those for my DOB proof.

the amount of time it takes to get this non availability certifacate is very important as we are leaving for india on 9th and our interview is on 19th.
so if it takes a very long time we may have to postpone the interview.

If you are born in a village, then it could be a matter of a few days. But, if it is a metro, then it could be a long time, which I don't know how long it would take.

But, there should be ways to get things faster in India. Keep those options open.
