Non availability of birth certificate - Myanmar

Hello - I am planning to apply GC for my father, but his indian passport has Burma/Myanmar as the birth place. He moved to India when he was 2 years old and has no affiliations after. We dont have any contacts in Myanmar

I understand this is a critical document and wanted to check if anyone has experienced this for Burma/Myanmar?
