Non Availability of Birth Certificate India

Hi,
I am trying to get a Non Availability of Birth Certificate for my father . We have contacted the Municipal Office where my father was born, and their response is that they do not have any any provision for Non Availability of Birth Certificate.

Are there cases where USICS has approved the paperwork under such circumstances.

Please let me know.
