Non-Availability Certificate from the Governmental Agency

If the birth certificate is missing for a naturalized U.S. citizen petitioner (petitioning for parents' Green Card) it says to get a Non-Availability Certificate from the Governmental Agency. I would really appreciate what this certificate is and who is the Government Agency to provide this certificate? Is this is a U.S. agency or does it have to be from the birth country? Any pointers will help.

I have the following documents -
1. School certificate showing father's name
2. Affidavits from two adult relatives certifying birth
3. Marriage certificate of parents (marriage was recertified in 1999 which shows my name and birthdate)

Will the above be sufficient to "prove" birth?

ksengupta, You need to approach the municipality or panchayat where you were born. They will do a search and provide you a non-availability cert. This is the primary document you need. Affidavits and school records are only considered as supporting evidence. I got an RFI bcoz I didn't submit the "non-availability" but included affidavits in the application package.

In the alternative, I have heard Indian Embassy/consulate can provide this. I am not sure about this. T

How long did it take for you to get the certificate? Did the municipality ask for any document?
