I was chatting with my friends about his status, whose FP was done almost one year ago and I-140 was approved last Sept. I proposed that he might want to fax or call TSC to avoid 2nd FP and speed up his 485 approval, as we see several cases here that were approved just some time before their 2nd FP is due.
However, my friend's lawyer didn't give him positive feedback as to my idea.
Not sure what you heard from your own OFFICIAL channels?

Hi, XYZ,
... ...
Fingerprint notices are sent out by a contracted
division that has very little communication or overlap with the CIS
application processing units. They were sending out appt. notices as soon as
they received information about an I-485 applicant, instead of
scheduling them closer to the application's assumed adjudication. That's why
people were getting them too soon and then having to go back a
year or two later.
They've been addressing this scheduling problem, and
are trying to correct it, but we still have many (most) clients who
have to do the fingerprinting twice. It's something of a pain, but
at least you don't have to pay for it again. And apparently the second
clearance goes much faster, since it only has to cover the year or so
since the first one.
We have contacted our congressional liaisons to ask
their opinion and/or assistance with the double fingerprinting problem, but
they cannot do anything about it. It's not really a big issue for
the CIS - just for attorneys and their clients! And I can tell you that
it is nearly impossible for anyone - attorneys included - to simply
call or fax a request to the Service Centers. Our communication
with them is pretty much limited to writing, and congressional liaisons!
Texas is taking about 2 1/2 years to process I-485s,
and there's really nothing any of us can do to speed it up.
Sorry
