"No Objection" Waiver

I am currently on a F1 visa studying in a university.

Two years ago I was in US under a US-sponsored program as a student and therefore the 2 YHRR applies. Since then, I spent a year in the home country (country of residence) therefore I only have one year left under that rule.

What are the chances of getting a "no objection" waiver if I apply for it? What are the risks if I apply for one?
 
I assume you are asking if it adversely affects future processing. No. Once you satisfy the residency you are then free to apply for immigration which will be judged on the same merits as other candidates in the same processing category. This means that you will still need to prove non-immigrant intent if you apply for visa having that requirement.
