Even as INS issues a lot of approvals, but there is none of Nov. Thi is quite different from previous approving pattern where you can find INS proceed next month in parallel with previous month when previous month approval hits 50% in rupnet. This is an indicative of policy change in INS, i.e., they want not to touch Nov before some time for sure.

You can't base your assumption on rupnet stats, it is voluntary and the sample can be random. In one month many people may update it and in others only few may update.

It all depends on how the INS is processing cases. This is something that we do not know for sure!
If they are working based on ND (that is when the information was entered/queued in their computer), then yes - they are approving November cases.
Most Nov RD has ND of December 2001 (and maybe January 2002).
