Read the document check list (Form N-659), it was mailed to me from USCIS. on the second page it is stated

10. If you have ever had any arrest or conviction vacated, set aside, sealed, expunged, or otherwise removed from your
records, bring:
An original or certified copy of the court order vacating, setting aside, sealing, expunging, or otherwise removing the arrest or
conviction.

NOTE: Unless a traffic incident was alcohol or drug related or serious personal injury to another person occurred. you do not
need to submit documentation for traffic fines and incidents that did not involve an actual arrest If the only penalty was a fine of
less than $500 and/or points on your driver's license.

From the above, I think it is clear we dont have to worry about the traffic tickets unless it is DUI or cause injury to another person and naturalization interview any more.

But On N-400 form one question is
"Have you ever been arrested, cited or detained by any law enforcement officer?"

Should we just answer Yes or No?

Be careful with your conclusions...
"you do not need to submit documentation" does not mean you do not have to disclose the fact of the citation. You still have to mention it on N-400 or at least during the interview.

Out of curiosity, if you make the statement "No more worry about traffic ticket and citizenship interview" on the subject, why are still asking the question down on the post?
