no more case received dates at NVC?

my eb3 case was approved on sep 30, 2004 and still no trace of the case at nvc. i noticed that at cptracker.com people only post the date when their case # was created at NVC. Does this mean that the case received date is not in use anymore at NVC and they create a case as soon as they receive it?
