No I-94 when leaving USA

My extension of B visa application is still pending. Meanwhile I want to leave USA. At the airport I will not have I-94 to give. What is the current procedure these days - do they ask for I-94 and what happens if you do not have one?

you can leave without I-94. You must be having the acknowledgement receipt that INS has received your application for extension of stay, make one copy of this and submit this at INS office at the time of exit at airport.

My friend did that when he was leaving in similar situation.
