No Finger Print Fee for Paper Based filing?

Hello all,
I am renewing my EAD/AP. I see on the form that for EAD the new fee is $180 + $70 for biometrics. I already got my Finger prints done for my last year renewal, do I have to go through this process once again?

Or is this charge only for online filing? If so why does online filing require Finger Printing again?

just confused gurus...
