When some one doesn't have a DL ( doesn't drive at all), Can we present any alternate document at the interview, along with GC and Passport? your ideas are welcome.
 
Yes, of course. Driving ability is not a prerequisite for citizenship. I think (if you read the docs) it will probably say something about "government issued ID".

As an example:
If I remember correctly, when my daughter (in high school) got her FP done for her GC renewal, they asked for ID and said her school ID was good enough (she should her rather new drivers license instead, but...)

Hi,
You need to talk have an ID issued by the state where you reside. You can get an identification from the Department of Public safety or Division of motor vehicles to suffice the driver's license requirement. Hope this helps.
