No Approval for Nov at all !

What the hell INS is doing? Why there is no pattern of behavior when Nov should have already started when 50% in rupnet. Since all Oct are close to be approved, INS is just stopping the approval. See no approval tonight. It means INS is waiting for something.
 
How can you possibly make such statements?? You have no idea what is going on.
You see no approval "tonight" and figure INS has stopped approvals? Give me a break.

Don't waste everyone's time with posts like this.

Please take a look at the record that I got on 08/26/02 and do the comparision, you will find it is not quite strange now than before. On 8/26/02 you can see that August has approval 236/386, and September just has 16/220.

So wait for more time to see.

INS's internal plan seems to cutoff by 3/1/03

Even though INS can proceed to NOV as it used to do so, INS seems to want a clearcut picture by 3/1/03. So, it slows down now as most Octs are approved. Look at these days' approval rates. In clearly indicates to us INS controls its pace. I bet and predict: No Nov Approval at all before 3/1/03. If you are a manager, you would also like to make such a decision, but this could only be internal, so don't ask me evidence. I bet w/you!
 
My analyse is correct !

INS wants a clean picture to handle to DHS. No approvals for Nov before March 1. INS takes every excuse to stop processing and delay (their staff probablly don't like to work, like your guys).

Your analysis is not necessarily correct. There is no way to know or verify your guesses. There could be many other reasons for delays other than the ones you stated.
I would also hardly call your "guesses" analysis.
