My employer filed EB2 - NIW, got RFE for submitting Citations

i have 1 published journal paper 2006, few conference abstracts published in journals, submitted 6 citations for published paper, still i don't know why they are asking citations.

I have few more citations ,

Do i need to submit recommendation letters with it?

Even I got the same kind of rfe last month. i responded with couple of letters since I didn't had enough citations.
