NIW RFE help

I got a RFE for my TSC NIW. Don't know how to answer it because my publications are mostly recent and got few citations, but I don't want to give up at the point. What would you suggest? Is there anything specific need to be mentioned in the supporting letters? Should I submit anything else in addition to the letters? Your kindness is highly appreciated. The main content of the RFE is as follows:

....CIS notes that the petitioner provided evidence which describe his
research, both present and future, as well as accomplishments in his field
of endeavor. However, the petitioner has not clearly demonstrated the
influence which his work his had upon his field of expertise. Please submit
documentary evidence of the specific influence the petitioner's work has had
on his specialty or on the field in general. If the petitioner's research
results have been cited by others in this field, submit copies of all
published works of authors who cite the petitioner's work, or other evidence
, such as copies of citation indices, showing numbers of citations and
titles of articles in which the petitioner's works were cited.

Please describe specifically all of the petitioner's exact prior
achievements and how these have influenced his field. How does the
petitioner's work compare to others in this field? Have experts in this
field recognized the petitioner's work? How do the petitioner's publications
separate him from others in the field? Submit documentary evidence in
support of your response.

Any additional evidence submitted will be considered in conjunction with the
current record to determine the petitioner's eligibility for this
classification.

Looks like may be they misplaced/lost your original package. Do you anything else specific in your RFE, specific to your case?
I got good advise from many forum users, esp CD4 help on the citations part. It would help if you could post your credentials so that we can discuss your case better.
 
thank you, eb2niw140. I saw your case. You have a very strong case there and I hope you'll get the approval soon.

My case is much weaker. Ph.D. from a good US Univ. 7 publications, two of them were first authored. Got very few citations so I didn't include any citation information in the origianl package. a RFE is not a surprise to me. But it is also likely that they lost my package because my case was pending since 11/2006 in TSC. I only received the RFE end of september because I called them many times, and the RFE was issued on the same day when a nice officer told me he's going to write a notes to his supervisor to find out what was going on with my case. feel very nervious about the RFE because of the long waiting. I wonder if the reason we received similar RFE is because our applications were reviewed by the same officer (#389). I don't know if I should include the original package with my RFE reply or just sent several additional letters. Any suggestions on the RFE petition letter?

I wouldn't be too depressed if I were you. Believe me, its all luck finally! The officer who examined mine (58) didn't have any clue abt the importance of publishing in Science! So, make sure in your publications, you say it is the highest in your field. I had submitted my citations and even then he asked for it again. My lawyer feels texas uscis has hired a batch of fresh officers, who apparently don't have any precedents to work with. I know many colleagues in my lab who have got niw without first author paper, let alone citations! Our timing is not too good!
For RFe, here is briefly how my lawyer is formatting it:
I got 8 more independent letters from various profs in us and 1 in canada
She is answering all general Qs together...like basically reanswering third prong of nysdot.
Try to get very strong letters to deviate their attention from the citations. But I would suggest to get comparisions of citations. When I did this, I was surprised to find that amongst the 1600 odd articles published in my field (Igave that as keyword in the search) my ranked 16th in terms of citation numbers (23 now). So I told her to incorporate as my paper is in the top 1% of publications in 2006 in my field. This looks better. Try doing this too. It may help.
