I submitted my I-140 last September (DIY). And got RFE last week. The following is the details from RFE letter.

"Additional evidence is requested to assist the Service evaluate eligibility for national interest waiver pursuant to the tests established in Matter of New York State Dept of Transportation, 22 I&N Dec.215 (Comm. 1998). (Please note: the evidence already submitted demonstrates that the proposed research employment has substantial intrinsic merit and will be national in scope).

Please submit any available additional documentary evidence that, as of the petition priority date, you had a degree of influence on your field that distinguishes you from other scientists with comparable academic/professional qualifications. The evidence may include, for example, copies of additional published articles that cite or otherwise recognize your research achievements. Similarly, if applicable, evidence of official recognition conferred on you by governmental entities or professional organizations may also be submitted."

I guess they need my citations. I didn't submit any citations to USCIS, because I just have 4 citations. ( my papers were just published on top journals one year ago).

My credentials, M.D., Ph.D. form foreign country, three year postdoctroal experience in cancer research in top 3 university, 2 English papers in top journals, 10 papers in foreign journal, 5 conference abstracts, foreign chapters, memberships, 9 recommendation letters ( 4 from inner circle, 5 from independent professors). Media coverage my research.

Could someone give me good suggestions? Thanks a million.

1) citations, which list university, country of origin
2) citations in books, public web sites, reviews, patents etc. (do search on google)
3) evidence of membership which requires outstanding achievements

eldhon,

Thank for your advice.

In addition, over 30 online news papers reported my research work. (Media coverage). And I submitted these evidence to USCIS last September. Since these reports just mention my previous boss's name and did not mention my name, and my previous boss are not nice to me, I have to ask my boss's supervisor to write a strong reference letter to state my significant role in this study, which was submitted to USCIS last year.

Why USCIS is not satisfied with my research work? They did not read my case carefully?

Could you give me any good advice on this part?

thanks again

Ok, You said there 30 papers talk about your research. Did anyone mentioned your name and university. NO, that is why INS officer didnot appreciate it. If your contribution to work is significant, then why your name is not there? INS officer didnot care about your boss. At least one of them should cite your paper, then that would have been great to show to the iNS officer. DId any one of them cite your published paper? If not then those online materials is not much use.
Concentrate on other stuff to show the impact of your work.

If your research is recently published in top journals like cell nature science etc then you can harp upon the fact that the impact factor of these journals is top class. Get stats from ISI that verify this fact.

Do the citations again. Citations never stop accumulating. Id there were four in september, who knows therre may be 20 now, or 100. collect citations thru multiple methods. do ISI. then do google scholar. then go to the journals online site where papers citing your papers are most likely to be published. scan them for any recent paper citing your work that may not yet be documented by ISI.
