NIW postmark date and priority date

I am very confused with the postmark date and priority date. I want to file the NIW before oct 1st because the retrogression plus I have preprared the case for almost a year. But, if I don't know what determines the priority date, I could screw up my filing by file the application just before Oct 1. Can any nice guy answer my questions below?

What determines the priority date of a NIW case? If I send out today by FedEx and USBCIS receives it tomorrow, will tomorrow's date become the priority date assuming the petition is valid with proper filing fees and proper documents. I also heard there is a receipt date in the notice of action. Will the receipt date always be consistent with the actual arrival date of the petition package?
 
As far as I understand, for NIW apps, your PD is when your application in received and entered into the system. If you are looking to get your 140/485 in before Oct 1st, you gotta do it ASAP.
 
You can understand that a lot of people like you will be trying really hard to get their petitions in. You should aim to get your petition in by end of next week (23/24 Sept), that would be most prudent.
 
Did you think about efiling 140? I really don't know about how feasible that is, but you might want to atleast explore it, if you are short of time. I think when you efile, you get time to than send other supporting docs later on. But efiling might give you the receipt number, so you can than rush and file 485 based on that.

1. FEDEX doesnot deliver to USCIS P.O.Box, You have to use USPS Express mail, from most cities in US, it delivers on next day, you can coonfirm going to USPS office about delivery time.

2. Physical delivery of package to USCIS and notice of recipt date are not same. Atleast it is 1 week later.

3. If e-filing I-140 allows payment of fees online for I-485, it should be OK. Otherwise e-filing has no meaning, I guess?

You mean, I had better deliver my package by USPS, NOT by FEDEX. Why? I think, Nobody deliver his package to a P.O.BOX. Right?
