NIW get RFE after 15 months

Hi, Friends,

I got my first RFE after I've applied NIW for 15 months!

Anyone know the possibility of success for NIW cases with a RFE?

It's VSC.

I haven't got the letter yet, so I don't know the question.

From what I hear from others...

I guess it depends on the nature of RFE. If it's easy to address or it's to clarify something that was unclear in the application, I think it'll be alright. If it challenges the intrinsic merit of your qualifications, you may expect a harder time and need a competent lawyer. Either way RFE could indicate the decision is coming. Actually virtually all of them are RFE'd these days, so that you got one doesn't mean much.

My ND is October 6th, 2002 filed at Vermont Service Center.

It seems that the USCIS processing time on its web is not very accurate, which shows they are working on cases filed in June 2002...
 
is this possible?

I am wondering if it is possible to amend I140 to change from EB2 RIR to EB2 NIW. Will the USCIS allow it?
