To answer your question: RFE was incredibly complex. Basically, when I received the RFE, I was blown away, because it seemed that they were seeking additional evidence on EVERY aspect of NIW criteria. This was despite the fact that my attorney had prepared a rock solid initial application which CLEARLY addressed all NIW criteria specifically with regard to NYSDOT.
All RFE issues, which were very numerous and consisted of all the points that were raised by NYSDOT were answered by my attorney in a point by point fashion. Additional letters of support from scientists I was not personally acquainted with were obtained. In total, I submitted 7 letters between my original application and response to RFE.
Basically, it appears that CSC is generating RFEs for practically all NIW cases it is receiving. If you get one, don't get worried - just answer all issues in a point by point manner with all relevant supporting documentation. Dont worry if you repeat what you have already stated in your original application.
CSC seems to be processing responses to RFE for NIW with lightining speed these days.
