NIW cases and AC21

Hi,
As far as I understand that AC21 only apply for Labor Certification/I-140/I-485 cases (employer-sponsored cases). How about NIW or EB-1 cases which are self-sponsored, no employers involved, which means that as long as you have an I-140 approval or I-485 receipt you can change employers any time you want. Any input or comments are appreciated.

For NIW and EB1-EA, one is only needed to work in their field of expertise. The employer does not matter nor does the geographical area. Having a job helps though it should not be a problem especially for NIW.
Previously though now not as frequent, lot of Ph. D candidates had selfpetitioned and then got jobs after graduation....wasnt that an AC21 scenario even before ac21 kicked in. Thus I think the employer doesnt matter.
Any other views on this..
