NIW approved, I-485 to local INS office?

I just got my NIW approval notice yesterday. On the approval notice, it says "... he or she should submit a copy of this notice with Form I-485 to the local INS office." It sounds that I need to submit the I-485 to the local INS office instead of the Nebraska service center, is that true? Has anyone else also been requested to submit the I-485 to the local INS office?

My NIW I140 is approved and in the approval letter they say that my case is sent to NVC for CP. Also, if I want to do AOS then approval notice says I should contact local INS office. Let me know how it is going with you in local office.

I got my approval (NIW) in May 2000, I-140 give me the exact instruction as you posted. I am preparing I-485 now and it give me a headache. Should we follow the I-140 instruction?
