NINE years and waiting.

I am from the Phillipines. My mother is a legal immigrant and petitioned me when I arrived here at the age of 22 in California.
The Priority Date on my Notice of Action is September 18, 1996. We've been careful with address changes--NONE. I can check online and see the application is approved, etc so I know it is not lost.
My application is so old that it misses by days the 1996 reforms requiring me to wait outside the country, so I have been here ever since. It also grandfathered me in to the 2B category.

1) Is it time now to vigorously petition the INS now that CSC is claiming to be processing 1998 applications?

2) I have been working without a permit and now command an executive salary (it's hard to avoid business travel for NINE years!!)....will this destroy me in the interview?
