According to this article in Silicon India you can go in person to appear for an interview as many times as you like.

"Q.6 - I have been refused a US visa before. Can I re-apply?
If you have been refused a US visa, you can re-apply for a visa after three working days from date of refusal through the Interview process.

Note: Applicants can turn in their applications at a VFS center irrespective of the number of times they have been refused a US visa."
