E21 is 09/03/02 (which i *think* means plain old EB2 application).

As per my understanding

E21 is EB1 or NIW
E31 is EB2
E32 is EB3

The first digit after E is the key

So E11, E12, E13 is EB1
E21 is EB2
E31 is EB3

This is confirmed by my lawyer
