New visa procedure in India

Dept of State recently announced changes in non-immigration visa procedures. These news items just report those changes. These changes are applicable worldwide and not just India.
The most significant changes are that ALL applicants (except those <16 years old and those >60 years old) will need to be interviewed. Some more exceptions are those who have an expired visa in the same category; government and diplomatic officials, etc.
This means that new H1 and H4 applicants (except minors) will have to get interviewed.
