new uscis requirement about TB

with the new requirement about taking TB preventive medication..my mother can no longer continue her I-485 adventure..she had positive TB skin test with clear x-ray but the problem that she not able to take that kind medication due to health issue.
can she file for waiver?
 
Are they requiring or recomending the TB treatment. The clear x-ray does not say enought. Which category did the Civil Surgeon put her in.
