New update for February cut-offs

Yes - they corrected that omission yesterday. I say omission because I had been told about the Uzbekistan cutoff a few days ago and was puzzled to not see it in the online release. However, I rechecked with KCC and they confirmed there was a limit on Uzbekistan. There were no other changes.

I noticed that you had posted the cut-off earlier. :) This prevents some potential confusion.

Earlier dv cut offs,with more precision that the official dv bulletin website!
