Interesting ..... this is possibly to prevent cases like that NJ bodyshopper who openly advertised on a number of websites about the availability of approved labor (in effect offering it to the highest bidder).

IF PERM starts to deliver as promised (a very big IF), then it might not impact really qualified folks by too much -- lets wait and see how this plays out ...
