INS (this may vary case to case and wil ldepend on officer to officer) is generating RFE for birth certificates that were issued in the recent years
1. for example if you had an birth certificate issued from India in
say December 2002, they is a good chance they can generate
RFE's
I think the argument is that if you were born after 1968, you should have the birth registered
So the action i think the lawyers are recommending - get a letter from the birth registrar stating the birth was not registered
I know of a couple of cases that had this RFE generated
I have no other details at this time !
