New Processing time reports

a whole freaking year, they moved less than 2 months!!!
lack of resources? we were told last Nov, they hired 100 more in VSC and what on earth are they doing?
The pending case increased more than 25% compared to last year.
they send out wrong RFE for AP and they said they got no way to pick them up, so they expect to get a reply for those cases and proceed !?
Basicaly, CIS says "sorry, I screwed you, so what?"
ohh by the way:

Looks like BCIS is not going to move the dates until each and every 485 case filed before 1/15/02 has been taken care of. I guess they are doing this to prevent case status inquiries by applicants. Moving the date would mean more applicants would become eligible for inquiries.
