It seems they are including pipeline cases .............

I believe they were usedto to publsh date at END of PIPELINE now it looks its begining of Pipeline. it mean if the officers are working cases between Aug-Dec 2002 cases......... they are publishing Dec date.

they were publishing End of Pipeline date....... and I can tell u now days they are showing Beginning of Pipeline instead of end of piplline.
