New point system - any use with consultants now?

One of my friend is applying to Canada Immigration from India.
Now that they need 75 points he is getting close to 73 or 72.

I have seen some suggestions to learn French to match 75.

But I am wondering does this help going with Consultants getting some offer letter to increase the points? Do you have some idea what happens if the applicant can only score 74 let's say does consulate reject their application?
