New Pilot Program in Dallas

Hello,
I have a question about the Pilot Program in Dallas. If I want to apply for my mom through I-130 and I-485; while she is not in the country, can I benefit from that Pilot program, or is it only for people who are already here and just want to adjust their status ?

Yes exactly, it is the Dallas Office Rapid Adjustment Program (DORA). so do you know if it is good for registering an alien as a permanent resident from outside the county?
