I just read this on shusterman.com, that the new regulations are hella restrictive, and at that rate, if you filed for labor on may 1,'01, it will take you a min. of 3 years before they even look @ ur case.
Labor will take 3 years? Dang! I know people who applied like 2-3 weeks after me for labor, and are still waiting, I am talking May 01 offcourse. I think I was amongst the last batch of people that DOL passed. I feel lucky! But it is a pity about all those people who are going to be screwed! There is going to be hellva lot of rejections for rir now. First few times that non rir has moved so much ahead of rir, the whole concept of rir is now moot!

As I understand LC depands on region like few of my friends are in chicago they got LC in just 3 months and few are in NJ area they have been waiting for more than a year.
When I am talking about 3 months , they filed in last Nov or so and the guy who is in NJ he filed in Aug 2001
