my PD march/2004
transferred from FL to atlanta (aug2004)and now philly? ( no recepit number or letter
question is that i qualify for EB2 , should i file totally new PERM or withdraw old RIR and file PERM retaining old PD

You qualify for EB2 but does the future job require a masters's degree or is it a managerial postion ? If no then it will be EB-3.

It is like you are ready for the wedding and the girl too but do you meet the qualifiying criteria of her parents?

If no then you can not marry her.
