New PERM apps with existing RIR in Backlog

Hi

Is there any regulation or law that states that I cannot maintain an existing RIR application that is stuck in the backlog center while I make new PERM application?

The job positions are different in the RIR and PERM application. (The old case has taken so long, I have since been promoted)
