New location GC application

Hi all:
My company has registered and taken another office space in Harrisburg and plan to apply for our GC from there.

Now, Since GC is for a future job, does the new office have to be functional before they can apply for our GC from that place? There is no one working in that office now (not even a phone line but we will be taking a phone connection soon). We have also recently put job ads etc for that location.

Our current office in California.

Any caveats/suggestions welcome?

Hi Sneha:

In my understanding, more important than having people or phone in place is the business justification of having the office there. The fact that you would be testing the local labor market of Harrisburg is a definite must.
