I confirmed this with the buffallo embasy. if you landed before July2002 then you must have spent 2 yrs in canada in order to satisfy residency requirements. Looks like we need to apply again.
 
I could not understand your point.

What your are saying or you have confirmed is the same as the new law: I order to keep your PR status with Canada, you have to be in Canada for over 2 years in the past 5 years. Therefore, it is retroactive. What was your question?
