New information in Packet 4 Please help

I just received my packet 4 & it says that after March 8, 2005 all those who are applying for CP need PCC from regional passport office and from local police Station!!
Can anyone clarify that for me.
I have obtained PCC from the Indian Embassy in Texas Do i still need the PCC from regional office??
Help soon I have to leave next week for my interview

lb_CP_NWD - Are you sure about this - the March 8, 2005 date is for Visa Surcharge. The documents handed over to my father on March 11, 2005 did not mention about this. I had my interview on March 21 - the PCC that I had was from the Indian Embassy in Berne and this also was NOT a problem.

Along with the document check list I recieved a yellow page that states

If any, please check and give the date of the document which might be termed as "effective from" or
" last updated" or something like that (where it mentions "previous editions obsolete").
 
The form says Effective "March 2002" (sorry about 2005). Infact I spoke to the consulate last night and the lady refused to help or clarify the confusion. She said" get all the documents you have & the conuslar officer will make the decision of whether you qualify"

This has always been the case.

You need to understand that it is only recently that % of people from US go for CP has increased. The instructions you rec. are more tailored to Family category immigrants who are residing in India.

Rest assured your PCC from Indian consulate in US is enough.
 
I was interviewed in last week of Feb2005 & no one asked about this. They just need PCC from foreign indian consulate for employment CP.
