New Immigration bill helps GC holder bring their spouses ?

Hello there

i am just wondering when this new immigration bill is going on effect, i am a green card holder since 2012, never lived in USA cuz i got married after i received my green card, right now im living in Canada (as a Turkish citizen) cuz i cant bring my wife with me to USA; the process takes at least 3 years,

but i heard that the new immigration bill reduces/eliminates that Visa limit for gc holders spouses, how realistic is this and does any one know when this will be in effect?

Let's see on Wednesday, what House will decide regarding immigration bill.. They don't seem too optimistic about this bill.
